Hydrogen Valley Innovation Clusters: Green Hydrogen Development in India
Introduction: Hydrogen Valley Innovation Clusters (HVICs) are integrated regional ecosystems intended to connect green hydrogen production with storage, transportation, distribution and end-use applications.
Key pointers
Policy framework: National Green Hydrogen Mission.
Nodal ministry: Ministry of New and Renewable Energy (MNRE).
Primary objective: Develop interconnected hydrogen production and consumption ecosystems.
Green hydrogen: Produced using renewable electricity to split water through electrolysis, or through other qualifying low-emission pathways under applicable standards.
Cluster approach: Brings producers, industrial consumers, research institutions and infrastructure providers into a coordinated regional ecosystem.
Potential applications: Refineries, fertiliser production, steelmaking, heavy transport and other industrial sectors.
Infrastructure requirements: Electrolysers, renewable electricity, water, storage facilities, pipelines and safety systems.
Economic importance: Can support domestic technology development, industrial decarbonisation and new employment opportunities.
Implementation framework: MNRE issued revised guidelines for setting up Hydrogen Valley Innovation Clusters and Green Hydrogen Hubs in June 2025.
Major challenges: High production costs, energy requirements, storage difficulties, transport infrastructure and water availability.
UPSC focus: A Hydrogen Valley is an integrated regional hydrogen ecosystem, not simply a hydrogen production plant. Green hydrogen is relevant to India's energy transition and industrial decarbonisation goals.
