Maharashtra Becomes First State To Qualify For Second RKVY Installment

• What: Maharashtra becomes first state in India to qualify for release of second installment under Rashtriya Krishi Vikas Yojana [RKVY] after achieving prescribed fund utilisation benchmark.
• Decision Taken: Virtual review meeting chaired by Shivraj Singh Chouhan, Minister Agriculture & Farmers Welfare.[MoA&FW]
• Fund Details:
  • 1st installment released by GoI: Rs 335 Cr to Maharashtra.
  • Utilised: ~Rs 260 Cr = >75% benchmark required.
  • Eligibility: >75% utilisation of 1st installment.
  • 2nd installment to be released: Rs 335 Cr.
• About RKVY:
  • Launched 2007-08.
  • Initially Central Sector Scheme - 100% GoI funding.
  • Since 2015-16 became Centrally Sponsored Scheme [CSS] under Department of Agriculture & Co-operation, MoA&FW.
  • Objective: Holistic development of agriculture and allied sectors by allowing states to choose own activities as per district/state agriculture plan.
  • Funding Ratio: 60:40 [Centre:State], for NE & Himalayan states 90:10, 100% GoI for UTs.
• UPSC Relevance: GS3 - Agriculture, Centrally Sponsored Schemes, Federalism.
• Mains Angle: RKVY as example of decentralized planning, fund utilisation as performance metric.
