Scientific Management and Its Contemporary Relevance

Scientific management, associated with Frederick W. Taylor, sought to improve organisational efficiency through systematic study of work. Taylor believed that tasks should be analysed scientifically, workers should be selected and trained carefully, and management should plan while employees execute prescribed methods.

Its key principles included standardisation, division of labour, time-and-motion studies, specialisation and performance-based incentives. Scientific management challenged informal and arbitrary methods of working. It encouraged organisations to rely on evidence, measurement and systematic planning.

The approach contributed to productivity in industrial settings. In public administration, some of its ideas appear in workflow design, standard operating procedures, service standards, performance indicators and process optimisation. Digital platforms increasingly use data to identify delays and improve delivery.

However, scientific management has important limitations. It may treat workers as instruments rather than complete human beings. Excessive emphasis on measurable output can reduce creativity, morale and professional judgment. Public services often pursue goals such as dignity, fairness and inclusion, which cannot be fully captured through numerical targets.

In government, a narrow productivity approach may encourage departments to focus on the number of files cleared rather than the quality of decisions. A hospital, for example, cannot be evaluated only by the number of patients treated; outcomes, accessibility and humane care also matter.

The contemporary lesson is to combine efficiency with participation, motivation and ethics. Technology can simplify processes, but administrators must retain discretion for exceptional cases.
